The 12th ASEAN Para Games Cambodia 2023, an upcoming biennial multi-sport event for athletes with disabilities hosted in Phnom Penh, Cambodia from 3 to 9 June 2023. Eleven ASEAN countries plus Timor Leste sent their athletes for 14 sports. All sports took place in the main stadium, Morodok Techo National Stadium of the new multi-purpose sports complex on the Satellite City of Phnom Penh in Khan Chroy Jong Va. A multipurpose arena, the Morodok Techo National Sports Complex housed an Olympic swimming pool, an outdoor football pitch, a running track, tennis courts and dormitories for athletes.
The 14 sports offered Para Athletics, Para Badminton, Boccia, Para Chess, Blind Football, CP Football, Goalball, Para Judo, Para Powerlifting, Sitting Volleyball, Para Swimming, Para Table Tennis, Wheelchair Basketball and e-Sports as a demo. The Opening and Closing Ceremonies was held at Morodok Techo National Stadium. The Games organised by the Cambodia ASEAN Para Games Organising Committee (CAMAPGOC) supported by National Olympic Committee of Cambodia and ASEAN Para Sports Federation (APSF).
Paralympic Council Malaysia (PCM) in collaboration with National Sports Council (MSN) sent our Malaysian Para Contingent to the Games. Out of 14 parasports offered at the Games, Malaysia competed in 13 sports with contingent of 228 athletes and officials. Our athletes took part in Para Athletics, Para Badminton, Boccia, Para Chess, Blind Football, CP Football, Goalball, Para Judo, Para Powerlifting, Para Swimming, Para Table Tennis, Wheelchair Basketball and Para E-Sports which was being held for the first time as a demonstration sport.

The para-athletes excelled in their performances and returned home with 50 Gold, 38 Silver, and 34 Bronze medals – an achievement beyond the target set at 33 gold medals.

Press Conference for the hosting of 13th ASEAN Para Games 2025 Nakhon Ratchasima was held on 8 June 2023 at Garden City Hotel. The PC was officiated by Dr Gongsak Yodmani, Governor of Sports Authority of Thailand. The speakers were H.E. Major General Osoth Bhavilai, President of ASEAN Para Sports Federation, Lt. Naiyanobh Bhirombhakdi, President of the Paralympic Committee of Thailand and Mr. Chain Tongsuk, Deputy Governor of Nakhan Ratchasima Province.

YB Hannah Yeoh, Minister of Youth & Sports, handed over the Jalur Gemilang to Chef de Mission Ms Noor Syahieda Mat Shah, one of the Vice President of Paralympic Council Malaysia who shall lead the Malaysian Para Contingent to compete in the 12th ASEAN Para Games in Cambodia. This ceremony was held at MSN Bukit Jalil on 29 May 2023 and graced by YAB Tun Jeanne Abdullah, the Patron of Paralympic Council Malaysia as well as the President, Dato Sri Megat D Shahriman.
Miss Angeline Melissa Anak Lawas, a young National Boccia Athlete, is given the honour as the bearer of Jalur Gemilang for Games which will be held from 3 to 9 June 2023 in Phnom Penh, Cambodia. Angeline's selection is not only based on her current performances, securing Bronze in World Boccia Challenger Zareg 2022, World Boccia Cup Bahrain 2022 (Team) and World Boccia Cup Montreal 2023 and also World ranking number 14, but also to serve as a motivation for this young athlete to scale greater heights and eventually represent Malaysia in Paris 2024 Paralympic Games. She is targeted to contribute a gold medal at the games in Cambodia.

Cambodia 2023 12th ASEAN Para Games - Medal Target Setting Workshop

En Suhardi Alias, Deputy Director General (Strategic) of National Sports Council (MSN) officiated the Medal Target Setting Workshop for Cambodia 2023 12th ASEAN Para Games at Casa 4, MSN on 18 May 2023.
Representatives from National Sports Institute & Team Managers of 12 the Para-Sports, i.e Para Athletics, Para Badminton, Boccia, Chess, Blind Football, CP Football, Goalball, Para Judo, Para Powerlifting, Para Swimming, Para Table Tennis and Wheelchair Basketball participated in the day long workshop.
Objective of the workshop was to scrutinize and make an assessment of medal prospects for each sports during the games.
En. Sofian Hamzah, Director of Paralympic Sports Division, National Sports Council briefed the participants on how write the athlete’s profile for assessments to be made.
Ms Noor Syahieda Mat Shah, the CdM for Cambodia 2023 12th ASEAN Para Games, also a Vice President, First Admiral Dato’ Subramaniam Raman Nair (R), Secretary-General of Paralympic Council Malaysia attended the workshop.

On 12 May 2023, at the Padang Pavilion and Mini Stadium, Bukit Jalil, CdM Para Contingent Malaysia Cik Noor Syahieda Binti Mat Shah made her final visit and meeting with athletes and coaches from CP Football, Blind Football, and Para Athletics.

The para-athletes were also motivated by her, and they are prepared to rise to the challenge and proudly represent Malaysia.
They will compete in the Cambodia 2023 ASEAN Para Games, which will take place from 3 to 9 June 2023.

She gave a pep talk to motivate to take on the challenge and make Malaysia proud.
Cambodia 2023 Torch Run

On Tuesday, 21 March 2023, the Royal Torch Lighting Ceremony for 32nd SEA Games and 12th ASEAN Para Games took place at the Angkor Wat Temple in Siem Reap Province, Cambodia. His Majesty Preah Bat Samdech Preah Boromneath NORODOM SIHAMONI, King of the Kingdom of Cambodia, officiated the ceremony.
Cambodia SEA Games Organising Committee (CAMSOC) and Cambodia Para Games Organising Committee (CAMAPGOC) planned for the torch to be carried to each one of the 11 countries participating in these games. The Torch came to Malaysia from Timor Leste and the ceremony was held on 11 April 2023. A total of 200 officials and athletes from Olympic Council Malaysia and Paralympic Council Malaysia took part in the Torch Run which started from Menara KBS (Sports Ministry) up to Putrajaya International Convention Center and back.

Mr. Ouk Chandara, Ambassador Extraordinary and Plenipotentiary of Cambodia attended The Touch Run with other dignitaries from Malaysia and Cambodia. Dato' Sri Megat D.Shahriman bin Dato' Zaharudin, President Paralympic Council Malaysia in his speech congratulated the Cambodian Government and the people of the country for taking up the challenge in organizing both games for the first time in 64 years. He expressed his gratitude for Cambodia to have both games back-to-back after an absence of such format for 6 years since the last games in 2017 Kuala Lumpur. He assured the organizers that Malaysia will participate in the games and looks forward to Khmer Hospitality. The ceremony was also attended by Ms Noor Syahieda Binti Mat Shah, the CdM Malaysian Para Contingent for ASEAN Para Games.

Ms Noor Syahieda Binti Mat Shah, the CdM for Cambodia 2023 12th ASEAN Para Games chaired the Team Managers’ Meeting held at Paralympic Sports Centre of Excellence Kampung Pandan on 5 April 2023 (Wednesday). Ms Noor is also a Vice President of Paralympic Council Malaysia.
This meeting was also attended by Dato' Sri Megat D.Shahriman bin Dato' Zaharudin, (Dr) Radha Krishnan Sinnathamby, First Admiral Dato’ Subramaniam Raman Nair (R), the President, Deputy President and Secretary-General of Paralympic Council Malaysia respectively.

Objective of the meeting was to provide information about the pre-games preparations to be made, to orientate on games venues and logistical arrangements needed for the contingent.
Cambodia 2023 12th ASEAN Para Games - CdM, Pre-DRM & Coordination Meetings

Cambodia Para Games Organising Committee (CAMAPGOC) hosted the Cambodia 2023 12th ASEAN Para Games CdM, Pre-DRM & Coordination Meetings from 29 to 30 March 2023 at Garden City Hotel, Phnom Penh, Kingdom of Cambodia.
The primary objectives of these meetings were to give all countries an up-to-date information about the progress of preparations, technical clarifications for registration of athletes and orientation visit to the venues for the 14 sports offered for the games.
The Malaysian delegation was led by Ms Noor Syahieda Binti Mat Shah who is the CdM as well as Vice President of Paralympic Council Malaysia, accompanied by Secretary-General First Admiral Dato Subramaniam Raman Nair (R) and 2 secretariat officials from PCM and National Sports Council.
The National Paralympic Committees of 10 ASEAN countries – Brunei, Cambodia, Laos, Indonesia, Malaysia, Myanmar, Philippines, Singapore, Thailand and Vietnam including Timor-Leste, represented by their respective CdMs were present for the meetings.
The CdM Meeting was officiated by the Chairman of Cambodia SEA & ASEAN Para Games Games Organising Committee Samdech Tea Banh, who is also the Deputy Prime Minister and Minister of Defence of the Kingdom of Cambodia. In his speech he mentioned that Cambodia is extremely delighted to host these games for the ASEAN sportsmen and women for the first time in 64 years. He expressed his gratitude to all participating countries and assured that Cambodia will deliver these games to the expectation of our athletes. He reminded all countries to observe Safe Sport principles.
12th ASEAN PARA GAMES CAMBODIA 2023 - SPORTS SELECTION COMMITTEE MEETING

National Sports Council (MSN) and Paralympic Council Malaysia (PCM) in collaboration with Ministry of Youth and Sports (KBS) will send a Malaysian Para Contingent to participate in the 12th ASEAN Para Games Cambodia 2023 which will be held from 3 to 9 June 2023 in Phnom Penh, Cambodia. The 14 sports offered are Para Athletics, Para Badminton, Boccia, Para Chess, Blind Football, CP Football, Goalball, Para Judo, Para Powerlifting, Sitting Volleyball, Para Swimming, Para Table Tennis, Wheelchair Basketball and e-Sports as a demonstration sport.
Deputy President PCM, Dr S. Radha Krishnan chaired the Selection Committee Meeting attended by representatives from Ministry of Youth & Sports, Ministry of Education, National Sports Council, PCM Secretariat, Chef de Mission and National Para Sports Associations held on 8 March 2023 at Casa 4 MSN, Bukit Jalil.
National Sports Council (MSN) representatives consist of YBhg Dato Hj Ahmad Shapawi bin Ismail (Director General), Tuan Suhardi bin Alias (Deputy Director-General of Strategy) and Tuan Mohd Sofian bin Hamzah (Director Paralympic Division). PCM representatives consist of CdM of the Malaysian Contingent & PCM Vice President Ms. Noor Syahieda binti Mat Shah, PCM Secretary-General First Admiral Dato' Subramaniam Raman Nair (B) as well as Officials and Coaches from related national sports associations.
